Family Sponsorship Case Management

Understanding Family Class Sponsorship
Canada's family class sponsorship program allows Canadian citizens and permanent residents to sponsor close family members for permanent residence. Unlike economic immigration programs, family sponsorship is based on the relationship between the sponsor and the applicant rather than the applicant's skills or work experience. The sponsor undertakes a financial obligation to support the sponsored person, and IRCC evaluates both the sponsor's eligibility and the applicant's admissibility.
The dual-track nature of these applications -- where the sponsorship application and the permanent residence application are processed simultaneously but evaluated independently -- creates unique case management challenges that require careful organization.
Spousal / Common-Law Sponsorship
Sponsors can apply for their spouse, common-law partner, or conjugal partner. The applicant can be inside Canada (inland) or outside Canada (outland). Inland applicants may be eligible for an open work permit while their application is processed. IRCC's processing target is 12 months.
Parents & Grandparents (PGP)
PGP operates through an annual intake process -- either a lottery or first-come-first-served -- with limited spots. Sponsors must meet a Minimum Necessary Income (MNI) threshold based on 3 years of tax returns. The undertaking period is 20 years. Processing times can exceed 24 months.
Dependent Child Sponsorship
Canadian citizens and permanent residents can sponsor dependent children under 22 years of age (or over 22 if they have depended substantially on parental financial support since before age 22 due to a medical condition). No income requirement for sponsors of dependent children.
IRCC Process & Milestones
Family sponsorship applications are processed in two parallel tracks: the sponsor's application (processed in Canada) and the applicant's permanent residence application. Here is the typical lifecycle:
1. Sponsor Eligibility Assessment
Verify the sponsor meets all requirements: Canadian citizen or permanent resident, 18+ years old, not under a removal order, not in prison, not bankrupt, not under an existing sponsorship undertaking that is still active, and not previously convicted of certain offences. For PGP, verify Minimum Necessary Income using CRA Notice of Assessments for 3 consecutive tax years.
2. Application Package Submission
Submit the combined sponsorship and permanent residence application package. For spousal sponsorship, this includes forms IMM 1344 (sponsorship), IMM 0008 (generic application), IMM 5532 (relationship questionnaire), and supporting documents for both parties. The $1,135 sponsorship fee and $515 PR fee ($85 biometrics) are paid upfront.
3. Acknowledgement of Receipt (AOR)
IRCC acknowledges receipt and assigns file numbers for both the sponsorship and PR applications. This typically arrives within 1-4 weeks of submission. The AOR confirms the application is complete and processing has begun.
4. Sponsor Eligibility Decision
The Case Processing Centre in Mississauga (CPC-M) reviews the sponsor's eligibility. If the sponsor is approved, the PR application moves to the next stage. If the sponsor is refused, both applications are returned. This stage typically takes 2-4 months.
5. Open Work Permit (Inland Spousal Only)
Inland spousal applicants who have submitted a complete application can apply for an open work permit under the R205(c)(ii) public policy. This allows them to work in Canada while their PR application is processed. Processing has improved but can still take 2-6 months.
6. Transfer to Visa Office (Outland) or Continued Processing (Inland)
Outland applications are transferred to the visa office responsible for the applicant's country of residence. Inland applications continue processing at CPC-M. Background checks, security screening, and document verification proceed.
7. Interview (If Required)
IRCC may request an interview if they have concerns about the genuineness of the relationship, admissibility issues, or need clarification on submitted documents. Interviews can be in person or virtual.
8. Additional Document Request (ADR)
Officers may request additional evidence: updated police certificates, additional relationship proof, medical exams, or statutory declarations addressing specific concerns. Deadlines are typically 30-60 days.
9. Medical Examination
The applicant (and accompanying dependents) must complete an immigration medical exam with a panel physician. If upfront medicals were not submitted, IRCC will issue a medical request at this stage.
10. Decision & COPR / Landing
If both the sponsorship and PR applications are approved, the applicant receives COPR (and a PR visa if outside Canada). Inland applicants complete a virtual or in-person landing. The sponsor's undertaking begins on the date of landing.
Required Documents for Family Sponsorship

- Police clearance certificates from all countries lived in 6+ months
- Immigration medical exam results
- Proof of current immigration status (if in Canada)
- Previous immigration documents (visas, permits, refusals)
Spousal / Relationship Proof
- Completed relationship questionnaire (IMM 5532) for both parties
- Joint financial documents (bank accounts, leases, mortgages)
- Communication records (call logs, chat history, letters)
- Photos together over the course of the relationship (with dates)
- Joint travel records (boarding passes, hotel bookings)
- Affidavits from family and friends attesting to the relationship
- Proof of cohabitation (shared address, utility bills)
- Evidence of shared responsibilities (insurance, emergency contacts)
PGP-Specific Documents
- Invitation to Apply confirmation (from PGP intake)
- 3 years of CRA Notices of Assessment for the sponsor
- 3 years of T4s, T1 Generals, or Option C printouts
- Sponsor's household size calculation documentation
- Co-signer documents (if co-signing the undertaking)
- Parent/grandparent's proof of relationship to sponsor
Common Challenges in Family Sponsorship Cases
Dual-Track Document Management
Every family sponsorship case requires documents from two people: the sponsor in Canada and the applicant (often overseas). Each person has their own identity documents, police certificates, and forms to complete. Keeping track of who has submitted what -- and what is still outstanding -- becomes exponentially harder when managing multiple family sponsorship files.
Relationship Genuineness Evidence
IRCC scrutinizes spousal and common-law relationships carefully. Building a compelling evidence package requires systematic collection of communication records, photos with dates and contexts, joint financial documents, and third-party attestations. Advising clients on what constitutes strong evidence -- and organizing hundreds of supporting documents -- is one of the most time-consuming aspects of spousal sponsorship cases.
PGP Intake Deadlines & Income Verification
The PGP intake window is limited and competitive. Once a sponsor receives an invitation, they must submit a complete application within 60 days. Income verification requires 3 years of CRA tax documents that meet the Minimum Necessary Income threshold based on household size. If income falls short in any of the 3 years, the sponsorship will be refused.
Long Processing Times & Client Anxiety
Family sponsorship processing can take 12-24+ months. During this time, families are separated, and clients frequently want status updates. Managing client expectations, providing timely updates when milestones are reached, and responding to ADRs quickly requires organized case tracking and communication tools.
