Understanding Provincial Nominee Programs

Provincial Nominee Programs (PNPs) allow Canadian provinces and territories to nominate individuals who meet their specific labour market and demographic needs for permanent residence. Each province operates its own PNP with distinct streams, eligibility criteria, and application processes. A provincial nomination adds 600 CRS points under Express Entry, effectively guaranteeing an ITA, or can be used through the non-Express Entry "base" paper-based process.

Ontario (OINP)

British Columbia (BCPNP)

Skills Immigration and Express Entry BC streams. Uses a points-based invitation system (SIRS). Tech stream offers accelerated processing for in-demand tech occupations.

Alberta (AINP/AAIP)

Alberta Opportunity Stream, Alberta Express Entry Stream, and Rural Renewal Stream. The AOS targets workers currently employed in Alberta; the EE stream selects from the federal EE pool.

Saskatchewan (SINP)

International Skilled Worker, Saskatchewan Experience, and Entrepreneur streams. The ISW category includes an Express Entry sub-category and an Occupations In-Demand sub-category with its own EOI system.

Manitoba (MPNP)

Skilled Workers in Manitoba, Skilled Workers Overseas, International Education, and Business Investor streams. Known for its strong community connections pathway and lower CRS score requirements.

Atlantic Provinces (AIP)

The Atlantic Immigration Program covers New Brunswick, Nova Scotia, PEI, and Newfoundland. Employer-driven program with designated employer endorsement required. Includes skilled worker, international graduate, and intermediate-skilled worker categories.

PNP Process & Milestones

PNP cases involve two distinct stages: the provincial nomination phase and the federal permanent residence phase. The specific steps vary by province and stream, but here is the general lifecycle:

  1. 1. Stream Selection & Eligibility Assessment

    Evaluate the client's eligibility for specific provincial streams based on their occupation, work experience, education, language scores, and connection to the province (job offer, previous residence, family). Many provinces have multiple streams with overlapping but distinct criteria.

  2. 2. Expression of Interest (EOI) / Registration

    Most provinces use an EOI or registration system. The client creates a profile with the province, receives a score, and waits for an invitation to apply. Some provinces (like Ontario's HCP stream) select directly from the federal Express Entry pool. Others, like BC, use their own Skills Immigration Registration System (SIRS).

  3. 3. Provincial Invitation & Application

    When selected, the client receives a provincial invitation to apply. Deadlines vary: OINP gives 45 days, BCPNP gives 30 days, SINP gives 60 days. Submit the complete provincial application with all supporting documents within the deadline.

  4. 4. Provincial Processing & Verification

    The province reviews the application, verifies eligibility, and may request additional documents. Processing times vary significantly: BCPNP Tech can take 2-3 months; OINP HCP can take 3-6 months; some streams may take longer. The province may conduct employer verification for job offer-based streams.

  5. 5. Provincial Nomination Certificate

    If approved, the province issues a nomination certificate. For EE-aligned streams, the nomination is entered into the federal system and adds 600 CRS points to the client's profile. For base/paper-based streams, the certificate is included with the federal PR application.

  6. 6. Federal Application (Express Entry or Paper-Based)

    EE-aligned: The client receives an ITA in the next Express Entry draw and has 60 days to submit the federal PR application. Paper-based: The client submits a paper PR application to the CPC in Sydney, Nova Scotia. Processing targets are 6 months for EE-aligned and 15-18 months for paper-based.

  7. 7. Federal Processing & Decision

    IRCC conducts admissibility screening, background checks, and medical verification at the federal level. This is the same process as a standard PR application. Additional documents may be requested. The federal stage can take 6-12+ months for paper-based applications.

  8. 8. COPR & Landing

    Upon approval, the applicant receives COPR and completes their landing as a permanent resident. The provincial nomination conditions (such as intent to reside in the province) remain in effect, though enforcement varies.
